The federal government's decision to pay Australian commercial broadcasters to produce content for the Pacific region has been met with confusion by locals and Pacific experts alike this week.

Prime Minister Scott Morrison announced that the $17.1 million fund would go to Free TV -- a group that represents Australia's commercial television networks -- to create 1000 hours of content per year for broadcasters in the Pacific. He first announced the plan, with scant detail, last year.
