Re benefits via electronic cards. This will need strict suveillance to avert fraud by retailers (http://www.usatoday.com/news/nation/2006-12-11-fraud_x.htm) who in the USA are giving 50c in the dollar as cash to the welfare recipient. At least they will only have half as much to spend on booze etc.
