		<description>This is simply more of the same from a minister who has consistently presented to the House, half-baked, under thought, and poorly conceived policy in the form of time imperative legislation.

I don&#039;t like to label people but this minister fits my category of &quot;complete and utter moron&quot;.

When challenged recently at Senate Estimates by Bill Heffernan (who may or may not have had a prior session of sampling the sponsors product) he demonstrated his complete lack of emotional control and judgement with his response. This legislation seems to reflect the same lack of judgment in structure and content. Clearly the policy that it reflects is positioned higher than his intellectual plane is capable of transcending.</description>
