Bob Carr is soley responsible for employing this man in the first place. Bob Carr worked beside this man (despite claims they weren't on the best of terms 100% of the time). Kristina Keneally is the person put in to replace Bob Carr after the many Bob Carr Scandals. The obvious puppet put in place to keep the corrupt document burning NSW labor administration in it's same place. To run the state down, so that when they would be inevitably replaced it would be impossible for the incumbents to repair the mess. I dare say if there is any mastermind here, it is Bob Carr, and not Obeid. Or is Bob Carr untouchable because he has moved on to anoter eschelon of politics?
