The problem is that you need human rights to be flexible as the concept of what is a human right change all the time. If a bill of rights had got up in the "White Australia" times, or in the Communist scare days, we would be living in a very different world. It has to be a living document, meaning it would be better for this to just be in legislation, rather than part of the constitution.
