He is being neither. He is sidelined, he is in neutral (except his voice), he is floundering, he is indecisive, he is lost for ideas. Well bringing the Sri Lankans to Christmas Island is doing something, its decisive, its bringing the ball back into play, its bloody action Prime Minister, stop preaching and lecturing and get on with governing.
