All the people involved in the call need to be identified and affidavits and statements from those people need to be produced to satisfy rules of evidence. That's why the handover between the operators involves the use of that phrase - to identify who the hell that first operator was for the benefit of the court, and the ID number allows the 000 call centre to retrieve the recording at a later date. Not quite the advertising you'd expected....but I love a good conspiracy theory as much as the next person.
