The AICD has only 24,000 members...(from it's website) According to ASIC there are only 1.7 million companies registered in australia (up to August this year). Sure, they all have to have at least one director (3 for a public), but someone can be a director for a lot of companies. Accountants and Lawyers would make up a large amount of them I'm sure. They claimed the human rights of directors are infringed by the 600-odd laws which place responsibilities on them beyond that of the average civilian. A little OTT?
