Q'land was not just a penal colony - Brisbane was a closed penal community and no free settlers were allowed in or near Brisbane. Consequently, settlers arrived from the southern states and developed the areas around Ipswich (which was nearly the capital) and Toowoomba, the lovely area in which my ancestors settled in the mid 1800s.
