		<description>While the government believes there is a skills shortage in a particular industry 457 visas will be issued.  So we can have teh situation where Australians are retrenched and 457 visa holders hired.  The casual observer might think that the 457 visa holders are more skilled/educated than the Australians they displace while the retrenched workers wonder where they are going to get their next job, and what retraining to undertake and whether retraining is worthwhile.  A careful examination should be made of oncosts for domestic workers vs visa holders and margins made on the different classes of labour.</description>
