Terry Moran and the PM have been progressively reshaping the APS the past year. The next level of changes - Deputy Secretaries, and division and branch heads will see the changes that excise the rotten wood.

I can think of several clustered in a particular central agency that could do with being moved on - traditionalist top-down power and control types who are unfriendly towards FOI reform and the openness agenda. Those changes will be especially interesting. Unfortunately, they&#039;ll be far less public.</description>

While there&#039;s little brand new blood in this shuffle, there&#039;s enough change to indicate that the PM, the Ministry and the Secretary of PM&amp;C have the other Secretaries on notice that their performance is being judged and is expected to be high.</description>
