The best solution is also the simplest/easiest, abolish the sates and territories handing most of their administrative responsibilities down to local government. Leaving national government to legislate and hand out the collected taxes more equitably according to national benchmarks.

So many words, so many committees, so much angst, and for what? Based on reports like the National Health and Hospitals Reform Commission, the Federal Government and Malcolm the Mad of the Opposition Party may make all the approving noises in the world but they're not going to do a damned thing to fix our outmoded health systems. Already the Prime Minister has backed away from his initial concept of the Commonwealth Government taking over health care and hospitals.
Why is this so? It is because State governments with their inbuilt systems of outrageous greed and general crookedness are able to gain vast financial rewards by leaving the whole shonky system exactly as it is.
Who was more able to kill the Murray Darling Basin better than anyone? Federal or State; Victoria's very own John Brumby. And so it will be on the national health front.
One day, one glorious day in a halcyon and golden Arthurian, Camelot future, Australians will be able to do away with the petty, nasty pieces of work masquerading as State Governments. But it wont happen during our lifetimes.
