What is the evidence for this assertion? You appear to be begging the question.
Biggs through his escape has served,what? less than ten years of his 30 year sentence. He will probably get better medical treatment in the prison hospital than he would outside in any case.
He is in a very precarious state healthwise and it is easy to feel sorry for him, but spare a little more than a passing thought for the train driver who was so severely beaten that he never recovered, and died some years later.
It is easy to make a comparison with Ned Kelly but the circumstances were entirely different. Kelly suffered from persecution from the local authorities, and took to crime.
A bit of a Robin Hood maybe. But Biggs was just a greedy criminal with a gang of like minded villains.</description>
