It gets used by global warming deniers and people whose main criterion of liberty seems to be the availability of porn and prostitution without any care for the age of either its subjects or consumers. It's a phrase that's been used by cigarette manufacturers, infant formula marketeers, fur coat manufacturers and a host of similar types who all want to push morally questionable wares without any care for the consequences and want to stop us questioning it. It gets used by people who want to smother public conversation with facile phrases. 'Moral panic'. Watch out for that one. It usually means that the user of the phrase wants to stop someone else caring about the planet or the well-being of animals, women's rights, children's rights and actually the rights of just about anyone who isn't a ethically blank, cashed-up alpha male.
