In some respects one one might have more respect for the terrorist who risk and sacrifice their lives for whatever misguided believes they have then those who actively support them and then claim some form of exemption because they were not actually caught committing a physical act of terrorism. It would appear that Obama should change the law to make supporting terrorism an offence and backdate it to clarify the US position .
