		<description>One bizarre aspect of this which is bound to cause legal nightmares:the threatened prosecution of those lnking to these websites. Could that extend to those linking to the links etc..and so on down the line ?.&lt;br /&gt;&lt;br /&gt;And if not, why not ?.If I participate in a crime-no matter who small a role, aren&#039;t I also legally responsible ?&lt;br /&gt;&lt;br /&gt;Bernard : I think you will find some internet providers are self-censoring already. I&#039;m on Vodafone and wikileaks cannot be accessed (and I&#039;m too scared to keep trying). It could be a week ago.</description>

		<description>Bernard&#039;s comments are probably all very correct, any net filtering regime will probably be poorly enforced, and mainained; however it is very easy to put in place a filtering system, while ineffective, that would slow the nets operation substantially, say by 90%.&lt;br /&gt;Is there any plan to run benchmarks before and after any system is put into place to see what the performance impact is on legitimate net access?</description>
