		<description>@Cybic, my point is that if the SOE is the same across six departments, and doesn&#039;t contain a department&#039;s basic workflow applications and middleware, then there&#039;s not going to be much cost-saving -- when compared with having a SOE per-department or per-major-section (which may in turn be based on a common core platform).&lt;br /&gt;&lt;br /&gt;Our tipster also said that any work by CenITex outside the SOE was separately billable -- which is fine, provided that it&#039;s all be budgeted for. Their implication was that it hadn&#039;t been. We shall see when CenITex&#039;s reply arrives.</description>
