Asking Bishop to be a functioning opposition Treasurer is literally beyond the call. All workplaces want ideal performers with specific talents for key areas but thats not the Westminster system. This is the make do with what you've got model and its about fitting square pegs into round holes. A reasonable explanation for why we're struggling to install workable policy in a financial crisis is the one-size-fits-all agenda where legal eagles become economic managers and street police custodians of aged care. In the absence of a professional apolitical public service its all pie in the sky. If ever we've needed to tweak governance its now but I doubt there's an ordinary average Aussie MP up to questioning such historic arrangements.

Putting Bishop into a shadow portfolio where she was likely to under-perform was probably deliberate on Malcolm Turnbull's part. It has put paid to any future leadership aspirations she might have had and has given him much more exposure as he fills in for her.

There has never been a surplus: it's like having a mortgage - you're in debt for 300 000 bucks, but you earn 750.00 a week. You pay 570 a week for your mortgage, the rest is surplus. Oh, except for the 300000 you're in the hole for. That was Howard's surplus. Now, of course, we've been retrenched, so we don't have the 250.00 p w surplus...
