One indigenous per state? One per clan? One per 10,000 indigenous persons? Would one group of members be making the decisions, while another group of them reviews the decisions? How many members is needed to make the group(s) statistically and socially representative? Would they be elected in a secret ballot or would we know who would be the best representative for them? .<br /><br />One way to govern Australians and another way to govern indigenous Australians?
