		<description>All I can say to the Victorian Liberals is &quot;welcome to the 1970&#039;s!&quot;  The &quot;reforms&quot; designed to &quot;open up party processes&quot; sound remarkably like the processes adopted by the Australian Democrats on their formation in 1977, and used throughout their 30 year history.  The big question is, will the power-brokers in the Liberals let the party membership wield their newly-won influence?  The second question is, tongue firmly in cheek, does this mean we can look forward to a decline of the Victorian Liberals to match that of the Democrats?  </description>
