		<description>Having compared the Advices from Harry Evans and Harris,there is little doubt that Evans is correct..if one believes that the Clerk of the Senate should act in a neutral manner. Established Senate Practices should not be ignored or derailed because one side of the Senate Chamber or another would,in a particular set of circumstances, be favoured. A Senate Practice cannot be said to be &quot;perverse&quot;, as Bernard Keane claims, simply because its practical effect (in one peculiar set of circumstances) may be to &#039;protect the excecutive arm of government&#039;. &lt;br /&gt;Parliamentary power should be used in a principled manner,not as a bludgeon nor a Kangouroo Court.&lt;br /&gt;Thank You Harry Evans for having upheld the principles of Parliamentary Sovereignty against abuse from all sides of politics.&lt;br /&gt;Your excellent work has not passed unnoticed.   </description>
