The trouble with media people running political offices is that their gut instinct is to react principally to the media. Press secretaries live and die by their press outcomes. Promoting them to strategy roles just sees media criticism and image take precedence over strategy and (shock horror) long term public policy outcomes. You can't run a government on day to day headlines.
