		<description>Why all the angst about the delay in including petrol in the ETS.   If petrol will be $8 / litre within two or three years without the carbon netted out by offsetting reductions in excise, won&#039;t such a high price deliver huge reductions in use.  Currently it costs about $100 for a tank of juice. At $8 per litre this will increase to $400.  Just a tiny incentive to use less!  </description>
