		<description>I have read the above article twice and do not understand  what message Professor Jon Altman from the Australian National University is trying to deliver.&lt;br /&gt;I grasp as a drowning man to one statement that did make sense:  &quot;Again crisis research theory suggests that independent expert review is the preferred way to assess what measures have worked and what measures need further adaptive management.&quot;&lt;br /&gt;Then guessed fearfully that Professor Jon Altman from the Australian National University is putting himself  forward as a suitable independent arbiter? Some of his recent publications being:&lt;br /&gt;&lt;br /&gt;December 2007 — The Howard Government’s Northern Territory Intervention: Are Neo-Paternalism and Indigenous Development Compatible? Jon Altman (Director, CAEPR) &lt;br /&gt;&lt;br /&gt;May 2008 — Closing the Gap rhetoric buys into Howard legacy Jon Altman (Director, CAEPR)&lt;br /&gt;&lt;br /&gt;I clutch even more tightly to another sentence I understood:&lt;br /&gt;&lt;br /&gt;&quot;This is in no way to suggest that the status quo pre-June 2007 is acceptable; neglect of such magnitude in such a rich nation cannot be justified.&quot; &lt;br /&gt;&lt;br /&gt;At least  Professor Jon Altman from the Australian National University acknowledges that the situation as of June last year was unacceptable......&lt;br /&gt;</description>
