Keeps him in a job by giving him something to complain about - "When I said he/she should do something now and I don't mean that!" - I suppose. However, although I personally do not approve of being governed I would rather any current oligarchy hasten slowly; there is something to be said for doing nothing when you have no idea what to do. Your dismissal of the government's commitment to the idea as "sublimely stupid" says more about your own conservative views than people who think a little industrial democracy might be a good thing. ACMA's report on the Telecasting of the 2006 Winter Olympics indicated that the average delay of the telecasting of events with a couple of exceptions was 23 hours. The Minister clearly regards this as acceptable as the Winter Olympics remain on the anti-siphoning/ anti-hoarding list. Hard to know what is unacceptable.
