		<description>Why not require any appointment, lunch, dinner or meeting with any government official to be recorded and be made publicly available. Surely such information is not commercial in confidence and with everyone using electronic diaries the compliance problem is pretty simple. Any government department that receives a submission from any organisation should be made public even if the content is not made public. Look to the actions not to the definitions.
