Give back to those responsible for providing services the responsibility for raising the necessary, as they see it, finance to do so - if they underfund (as opposed to merely misallocating), then they wear the blame and have the means to rectify their errors. As for Kevin Cox's contribution, it just proves that non-career journos can also be silly.
