		<description>We will never really know whether Costello was a good treasurer, because he was never  required to take positive action to avert a disaster (e.g. a nasty recession).  He has had 1 year of comfy experience 10 times over.</description>

Some 3 years later 98/99, Asian crisis &amp; commodity price collapse $12 oil/brl. Then the dot-com market collapse in 2001.</description>

		<description>Costello was lucky that he was not stupid enough to reverse the Hawke/Keating reforms and was able to bed down the GST.  The lack of investment in physical &amp; social infrastructure while setting up quirky investment funds was his real failure.</description>
